Do students and tourists have a passport

Addiction to travelling abroad increases a year after another and the money which Saudis shall spend this summer on outside tourism is estimated by 60 billion. This boldness to travel to non-Muslim countries is emerged from ignorance of the Shari`ah ruling on these travels. The Fatwa of the Permanent Committee reads: It is not permissible to travel to non-Muslim countries except for a reason and not with the intention of tourism because of the Prophet's saying: "I am not responsible for any Muslim stays among polytheists." [Reported by Abu Dawud, Fatwas of the Permanent Committee 2/68].

When scholar Ibn `Uthaymain (may Allah bestow mercy on his soul) was asked about the ruling on traveling to non-Muslim countries and traveling for tourism, He answered: Traveling to non-Muslim countries is not permissible except under three conditions:

1- A traveler is man of knowledge and can refute any doubt.

2- A traveler should have a religion to prevent him from falling into desires and lusts.

3- To be in dire need.

If these conditions are not fulfilled, it is not permissible to travel to non-Muslim countries because of sedition and wasting money because man spends a lot of money on these travels.

However, if there is a need to that for treatment or study and a traveler has knowledge and piety, there is no harm to do so.

As for traveling for tourism in non-Muslim countries, there is no need to that. [Al Majmu` Ath-Thamin: 1\49-50].

Compare between this Fatwa and the reality of travelers for tourism in non-Muslim countries; have they fulfilled these conditions or some of them?
