Recommendations and suggestions about Islamic channels

The field of satellite media as well as the people who work there are waiting passionately every useful orientation in their march and every effectual treatment to their problems.

However, this blessed experiment is still in the beginning, there is no doubt that minds are about to create new creative ideas and successful and good actions.

In the following are some recommendations which we should stress, and followed by some suggestions and directions which may benefit.

First: Recommendations:

1- The Islamic media is part of Jihad (fighting), and a pulpit for teaching the Shari`ah, an Islamic educational forum, a center for social development and training, and a curtain wall against Christianization, Westernization, cultural invasion, and cultural globalization.

2- Islamic media should maintain the Islamic identity in its programs and different activities which makes it necessary to control all these activities by Shari`ah rulings, not excluding the artistic or the recreational works because the general rule governing the Islamic media is "Art is a message".

3- Stressing the importance of planning and coordination of media between Islamic satellite channels, paying attention to the media programs' chart, and promoting the spirit of cooperation and integration among Islamic satellite televisions in a way that offers the successful Islamic alternative for the negative media.

4- Supporting the issues of the Muslim Nation in general as well as non-Muslim minorities in particular and finding solutions to their problems through the programs of the Islamic satellite channels.

5- Religious satellite channels should cooperate in providing the trained human resources through the real work environment and the spectacular training programs in the different field of the media sectors.

6- Paying attention to children, youth, and women entails creating special programs. Moreover, we call for specialization of Islamic channels.

7- Addressing non-Muslims in various languages in an intellectual non-provocative style, and showing the beauties of Islam in its creed, Shari`ah, and good manners.

8- Keenness to get out of the circle of sectarian and political dependency, and belonging to Islam with its pure method which is free of doubts and desires.

9- Evaluating the experiment of Islamic media periodically, in addition to promoting it technically and administratively in order to choose the most perfect and the best and correct the march of contemporary media.

10- Taking into account promoting the contemporary Islamic discourse as well as its style, content, and methods, with commitment to moderation, consolidate specialization, and stay away from superficiality and improvising.

11- Determining the standards of success and evaluating Islamic media in term of: Attracting viewers, expressing people's issues and problems, showing variety on the screen, offering hard and distinct work, creating disciplined and directed entertainment, integration between sound and picture, preservation of identity, meeting individuals' needs, the ability to development, adopting the crucial and important issues, promoting the Arabic language and taking care of it and the ability to attract investors, setting the policy of commercial ads, and abiding by the rulings of Shari`ah.

Second: Suggestions:

1- Setting a constitution for the Islamic Media in cooperation with the Shari`ah bodies in the Muslim world and formal and informal media institutions in order to resort to when needed.

2- Establishing departments of Islamic media in the faculties of media in both the Arab and Islamic worlds, in addition to the establishment of Islamic institutions to train specialized media cast who have Islamic culture.

3- Establishing centers for Islamic media researches which will deal with the studies of media, and Islamic psychology as well as studying the conditions of media and work to develop and organize its steps.

4- Forming Shari`ah committees to monitor and oversee these channels similar to the Shari`ah committees in Islamic banks to remedy gaps, warn for errors, and express opinions in new matters relevant to media.

5- Launching an Islamic satellite to broadcast its programs worldwide and supervise the message of these channels.

6- Establishing Islamic satellite channels as an endowment by the Muslim countries to address non-Muslims with different tongues and languages and work hard to highlight the pure Islamic identity. Furthermore, it shall play an important role in the call to Allah and showing the Islamic civilization.

7- Establishing an association for Islamic satellite channels, working to achieve the goals of cooperation and integration between satellite channels and provide talents and exchange experiences.

8- Holding an annual conference for the Islamic media, called for by the global Islamic organizations, such as: The Muslim world League, the Organization of Islamic Conference, or the Islamic Development Bank in order to discuss and review the issues of Islamic media, and to face the internal and external challenges and aspirations.

9- Establishing a Shari`ah scientific informational council to discuss the issues and means of the contemporary Islamic media and to issue Fatwas about media, such as: The rulings on women in the media, photography, music, sound effects, and other media issues.

10- Teaching a proposed subject entitled: "The Jurisprudence of media in Islam" or "Issues which media men should know" in the faculties and sections of media in the Arab and Muslim world, and teaching a proposed subject entitled: "The Art of Presentation and Media Influence," or "Introduction to Islamic media" in the Shari`ah and language colleges.

11- Calling Islamic banks and Islamic economic institutions to support the establishment of satellite channels —in whole or in part— and taking part in the development of its career.

12- Launching more channels specialized in social, educational fields, in addition to Islamic economy, human development, and production of qualitative professional programs, through the establishment of professional production companies for media in order to make a qualitative transition and change the mode of production to the best and most perfect.
