Enjoining good is incumbent on all people

All praise be to Allah, the Ever-Powerful, the Glorious who manages the affairs of His Creation as He wills and He does what He wants.

He is the Wise in all His Actions and He observed patience for the harms of His Enemy and your Lord is not heedless about the actions of His Servants.

He is the Forbearing toward those who disobey His Commands but when He punishes them, He does not let them escape. "Such is the Seizure of your Lord when He seizes the (population of) the towns while they are doing wrong. Verily, His Seizure is painful, (and) severe."

I bear witness that there is no god but Allah alone who has no partner and He is the Ever-Patronizing, the Worthy of all Praise.

I bear witness that Muhammad is His Servant and Messenger, who was the most caring for the religion of Allah, so he never avenged for himself, but when the boundaries of Allah were violated, he got angry for that. Peace be upon him, upon his family, and his Companions who do not fear anything but Allah.

I seek refuge in Allah against the cursed Satan. In the name of Allah, the Most Gracious, the Most Merciful. "O mankind! Fear your Lord and be dutiful to Him! Verily, the earthquake of the Hour (of Judgement) is a terrible thing. * The Day you shall see it, every nursing mother will forget her nursling, and every pregnant one will drop her load, and you shall see mankind as in a drunken state, yet they will not be drunken, but severe will be the Torment of Allâh." [Surat Hajj: 1 - 2].

"O mankind! Be afraid of your Lord (by keeping your duty to Him and avoiding all evil), and fear a Day when no father can avail aught for his son, nor a son avail aught for his father. Verily, the Promise of Allâh is true: let not then this (worldly) present life deceive you, nor let the chief deceiver (Satan) deceive you about Allâh." [Surat Luqman: 33].

"And be afraid of the Day when you shall be brought back to Allâh. Then every person shall be paid what he earned, and they shall not be dealt with unjustly." [Surat Al Baqarah: 281].

"And fear Allâh through Whom you demand (your mutual rights), and (do not cut the relations of) the wombs (kinship). Surely, Allâh is Ever an All-Watcher over you." [Surat An-Nisa': 1].

O people, fear Allah (may He be Exalted):"And fear the Fitnah (affliction and trial) which affects not in particular (only) those of you who do wrong (but it may afflict all the good and the bad people), and know that Allâh is Severe in punishment." [Surat Al Anfal: 25].

O servants of Allah, do not let this present (worldly) life deceive you, nor let the chief of deceivers (Satan) deceive you about Allah. O servants of Allah, do not be deceived by these funds and their abundance and do not be deceived by good living and joys of the world.

O servants of Allah, do not be deceived by health and security which Allah bestowed upon you and do not be deceived by His Delay of punishment despite your negligence in performing duties and committing of sins.

My brothers, enjoining good and forbidding evil are incumbent on us all. The Prophet (peace be upon him) said: "Whoever amongst you sees an evil, he must change it with his hand; if he is unable to do so, then with his tongue; and if he is unable to do so, then with his heart; and that is the weakest form of Faith." So, anyone is capable of changing a deniable act by hand, it becomes incumbent upon him to do so and whoever is capable to change it with his tongue without using his hand, he should do so.

Dear servants of Allah, whoever sees a deniable act but fails to change it, he should report it to the officials, and when it reaches them, he will be free of responsibility otherwise Allah will punish him for that on the Day of Recompense.

Nothing will stop the torment of Allah if it comes not even your justification that we have deputies who should inform the officials about the people who commit deniable acts and if you help one another to protect the religion, you shall win in this world and in the Hereafter.

By Allah, the one who calls the people to stick to the commands of Allah is respected and revered, but that may not be done for the first time because he may find troubles, opposition, and contempt.

However, if he observes patience, success will be for the truth, whereas sorrow and defeat will be for falsehood and its people. Did not the polytheists mock at the Prophet (peace be upon him) and command their fools to harm him? Did not they despise the Prophet and put on his back the bowel of a camel while he was prostrating, however he observed patience and sold himself to Allah until Allah provided him with victory and to Allah is the final destination of all matters.

My brothers, truth is bitter but its final destination is gladness, sweetness, and prosperity.

My brothers, the officials should act more than others: They have to abandon calmness, quietness, and easiness and to gather all for clearing the truth, reforming affairs, and removing evil and tyranny because leaving corruption to grow and spread is a cause for the destruction of the nation and corruption of the society.

My brothers, if the officials do not reform affairs, who will do so? If they do not help one another to reform the corruption, who will reform it?

`Abdullah ibn Mas`ud (may Allah be pleased with him) narrated that the Messenger of Allah (peace be upon him) said: "The first defect (in religion) which affected the Children of Israel in the way that man would meet another and say to him: `Fear Allah and abstain from what you are doing, for this is not lawful for you.' Then he would meet him the next day and find no change in him, but this would not prevent him from eating with him, drinking with him and sitting in his assemblies. When it came to this, Allah led their hearts into evil ways on account of their association with others.'' Then he (peace be upon him) recited: "Those among the Children of Israel who disbelieved were cursed by the tongue of Dawud (David) and `Isa (Jesus), son of Maryam (Mary). That was because they disobeyed (Allah and the Messengers) and were ever transgressing beyond bounds. They used not to forbid one another from the Munkar (wrong, evildoing, sins, polytheism, disbelief) which they committed. Vile indeed was what they used to do. You see many of them taking the disbelievers as their Auliya' (protectors and helpers). Evil indeed is that which their own selves have sent forward before them; for that (reason) Allah's wrath fell upon them and in torment will they abide. And had they believed in Allah and in the Prophet (Muhammad (peace be upon him)) and in what has been revealed to him, never would they have taken them (the disbelievers) as Auliya' (protectors and helpers); but many of them are the Fasiqun (rebellious, disobedient to Allah)." (5:78-81) Then he (peace be upon him) continued: "Nay, by Allah, you either enjoin good and forbid evil and catch hold of the hand of the oppressor and persuade him to act justly and stick to the truth, or, Allah will involve the hearts of some of you with the hearts of others and will curse you as He had cursed them." [Reported by Abu Dawud and At-Tirmidhy]. The wordings of At-Tirmidhy is: The Messenger of Allah (peace be upon him) said: "When the Children of Israel became sinful, their learned men prohibited them but they would not turn back. Yet, the learned men associated with them and ate and drank with them. So, they were cursed at the tongues of Dawud and `Isa (Jesus), son of Maryam (Mary), because they were disobedient and were given to transgression.'' At this stage Messenger of Allah (peace be upon him) who was reclining on a pillow sat up and said: "No, By Him in Whose Hand my soul is, there is no escape for you but you persuade them to act justly." When Muslims opened one of the islands and captured its people, some of them wept. Jubayr ibn Nufayr saw Abu Ad-Darda' sitting alone crying and said: What makes you cry on a day Allah make Islam and its people victorious? He said: How low the people are when they deviate from the way of Allah; when they were a victorious nation who had kingdom, they left the commands of Allah and were ruined. I seek refuge in Allah against the cursed Satan. "And when We decide to destroy a town (population), We (first) send a definite order (to obey Allâh and be righteous) to those among them [or We (first) increase in number those of its population] who lead a life of luxury. Then, they transgress therein, and thus the word (of torment) is justified against it (them). Then We destroy it with complete destruction." [Surat Al Isra': 16].

O Allah! Fix our hearts and all our affairs. O Allah! Combine our word on the truth and make our Muslim rulers upright.

O Allah! Guide our straying people and reform our future, O Bestower of blessings, O Originator of the heavens and the earth, O Ever Living, O Self-Subsisting and Supporter of all, O Possessor of majesty and honor, O Allah! Send peace and blessings on our Prophet Muhammad, his family, and his Companions.
