Entering the state of Ihram for a pilgrim from his country:

Likewise, `Umar and Ali (may Allah be pleased with him) said concerning Allah's Saying: "And perform properly (i.e. all the ceremonies according to the ways of Prophet Muhammad peace be upon him), the Hajj and `Umrah (i.e. the pilgrimage to Makkah) for Allâh" its accomplishment is to enter into the state of Ihram from your country. `Umar and Ali (may Allah be pleased with them) wanted that you travel for Hajj once and to travel for `Umrah another time otherwise a pilgrim is not entering the state of Ihram from his country because neither the Messenger of Allah (peace be upon him) nor one of his successors did that.[1]

Whoever passes by the Miqat (a place from which you must wear Ihram) of Medina must enter into the state of Ihram therefrom:

As for Al Juhfah, the distance between Juhfah and Makkah is three-days walk (186 kms). It is a small village that was old and inhabited, and was called Muhay`ah, but today it is ruined deserted. Therefore, people use to enter into the state of Ihram from Rabigh which is the Miqat of the people of the West like the people of of the Levant (the region covering Syria, Lebanon, Jordan, and Palestine), Egypt, and Morocco. However, pilgrims pass Medina, as they do these days, they must enter into the state of Ihram from the Miqat of the People of Medina, for this is desirable for them according to the consensus of scholars.[2]
