During the economic crises and the crazy rise of prices in several countries, we find a lot of voices and writings demand traders and distributors of goods to fear Allah, show kindness to people, and not to be driven by greed and the desire for profit to raise prices without taking into consideration their moral responsibility towards their society.

The irony is: These voices come from the people who can issue a law or make a decision to stop that, as if their role which enables them to issue regulations and enact laws was switched off to turn to be just words, statements, advices, and guidelines !!

Although these calls are commendable as they exhort to stick to high moral standards and call the people to participate in their concerns and sufferings, but they lack the other half which is the most important in the system of handling economic crises .

I believe that handling economic crises should be based on two complementary aspects in which one cannot do without the other, otherwise we would be like the one who looks at things with one eye; accordingly the view will be incomplete and not expressive to reality as they are .

Ethics and laws are the two aspects which a decision maker should put before him while trying to relieve people's suffering, especially the poor classes which do not find anyone to protect them from the greed and monopoly of merchants, and from the blind desire of wealth regardless what is permissible and what is not .

If we say that reminding people with ethics and moral responsibility is enough for the people to quit monopoly and illegal practices, then what is the benefit of laws?! How can we deter those who violate laws?! If someone violates the law, would we stand still and be content of advice and guiding without enforcing the law and the right of society!?

I do not say that the law can do without morals or vice-versa, but I think that both are complementary and essential to maintain the balance and stability of the society and control the relationships between its classes .

I even go far and say: If the law takes into account all classes of society and putting their best interest on the top of its priorities, it will be the most powerful way to deter those who do not care but for their personal interests and hold the slogan of "Let other go to Hell ! "

Perhaps this sense is meant by `Uthman ibn `Affan (may Allah be pleased with him) when he said: "Allah deters with the ruler whom the Qur'an cannot deter."

Glory be to Allah! Even the Quran may not benefit or deter those people whose hearts have become like stones, their feelings have died, and their humanity has frozen, at that time they are in dire need to the law to wake them from their heedlessness .

As the connection between the law and morals are effective in solving economic crises, it is also effective in confronting those who spread adultery among the believers, mess up with young people's feelings, want to change the values of the society, and spread vice; leaving it a prey to the low people to violate its shyness, honors, and sanctities claiming that advancement will be achieved through corruption, uncontrolled freedom, exposure of women's bodies, and blind imitation to the West .

Those evil people may not benefit from preaching and guidance, and will not be deterred by calling them to maintain values and principles, but the law should be enforced and they should be punished to protect the society from their evils and corruptions .

It is not permissible to leave porno channels and magazines work freely claiming it to be part of freedom or say that virtue will prevail at the end because these doubts and seditions may be welcomed by some people .

Therefore we emphasize on the relationship between the ruler and the Qur'an or the law and morals which are interrelated and inseparable, in other words: Morals alone are not enough !!
